Research Activities of Elderly C.D.P.

Elderly people, as with children and the disabled, are considered "vulnerable population" in the case of disasters in terms of living and maintaining good health following a disaster as has generally been pointed out.

With the aim of developing a mid to long-term care package for such elderly victims after disasters, to determine their needs and to prepare care repertoires the following studies had been implemented: (1) literature review about the care needs of elderly victims living in shelters and temporary housing unit and (2) a survey to determine the care needs and repertories of the care of living in public housing for the victims.

Next, based on this result, we will continue our research projects the following activities: (1) Making a care package of a comprehensive assessment tool and care plan according to disaster phases, (2) Making a prototype care package designed to be operated on mobile PCs in the case of a disaster, (3) Evaluation and modification of the prototype care package, (4) Workshop for nurses attending elderly care in disaster, (4) Making a pamphlet for elderly people and their families.

The group presented a poster titled, "Developing of an Information Managing System for People Requiring Support in Times of Disaster" at the 26th Japan Academy of Nursing Science (JANS) Academic Conference.


The group, in collaboration with the Information Base Development Project Group, has been looking into ways to mitigate the risks to those requiring assistance during a disaster. Part of their findings was presented at the recent conference.

At the 11th Japan Academy of Gerontological Nursing Academic Conference, for the second year in a row, Disaster nursing exchange meeting was held to exchange ideas on the topic of “Providing Evacuation and Post-evacuation Support to Avoid Loss of Life Amongst the Elderly During a Disaster.”

After four speakers gave talks on the nursing of elderly people who are unable to evacuate on their own during a disaster, the audience took part in a discussion. The COE (Center of Excellence) Elderly Care Development Project Group presented reports titled “Systems for Managing Information on Those in Need of Assistance During a Disaster ” and Information Base Development Project Group presented “Pre-disaster Preparation Check System” respectively. The audience also heard a report by Bakkenokai ("The Butterbur Sprouts Association" [ALT: "The Fuki Buds Association"]), a disaster nursing volunteer group led by retired nurses from Ofunato, Iwate Prefecture, and shown

samples of hand-made triage goodsthat have been used in local evacuation drills.

The approximately 20 audience members participated in a spirited question and answer session. Some lively exchanges took place, with a number of participants calling for the implementation of the Pre-disaster Preparation Check System presented by Associate Professor Kanzaki, a member of the Information Base Development Project Group. Some participants even expressed eagerness to host the next gathering. Another exchange will be held again next year for the third year in a row.
